Madrid board approves insurance renewal, hears utility project updates

The Madrid Village Board approved its annual commercial insurance renewal and advanced a series of utility and infrastructure projects during a regular meeting Monday, Sept. 8.
Chairman Tony Ross called the meeting to order at 7:30 p.m. at Village Hall, noting the posted agenda and Open Meetings Act. Trustees George Adams and Sean Sando were present; Jennifer Baumgartner and Kamryn Loy were excused. Minutes from August and the monthly financial report were approved on 3-0 votes.
The board accepted a residential primary-dwelling building permit for Travis Unruh, pending payment, on a 3-0 vote. Members also voted 3-0 to roll over village laptops currently in use.
Jeff Skeels of HomeTown Insurance presented the village’s commercial insurance renewal at $32,134, reflecting an approximate 4.1% increase. The board approved the renewal on a roll-call vote, 3-0.
Utility superintendent David Steinwart reported multiple projects in progress: Scoular has begun work near the railroad tracks with blockades in place; Doolittle started the apron on North Perkins; Potts Electric will wire the generator at the new well site to the throw-out switch, with Nebraska Generator to return for start-up. American Fencing is scheduled after Oct. 1 to install fencing around the genset, and Koop Vinyl will begin fencing this fall at Village Hall and along the property line at the well site.
Steinwart said engineer Tom Werblow’s surveyor completed GPS work on street and alley easements to speed sewer-district and zoning creation and conducted topographic mapping of an area slated for future building. A grant application to the state Department of Environmental Quality/EPA office was submitted and confirmed received; the village expects to hear back in December.
Brian Vasa of Nebraska Public Power District delivered NPPD’s annual energy report. The board also noted a thank-you from Perkins County 4-H for a recent village donation. Attorney candidate Rory Roundtree attended to express interest in succeeding retiring Village Attorney Doug Stack; a proposed contract is expected by the October meeting.
A budget hearing is set for Wednesday, Sept. 24, at 5:30 p.m. at Village Hall.
Claims were approved, including payments to NPPD ($2,078.22), Waste Connections ($2,430.96), RKS legal fees ($4,834.50), Medica insurance premium ($3,030.71), and payroll to village staff. The meeting adjourned at 8:47 p.m. on a 3-0 vote.
