Madrid board approves resolutions, discusses infrastructure and community projects
The Madrid Village Board of Trustees approved resolutions related to property matters, discussed infrastructure improvements and reviewed ongoing village projects during its regular meeting April 13 at Madrid City Hall.
Chairman Tony Ross called the meeting to order at 7:30 p.m. Mountain Time. Board members George Adams and Jennifer Baumgartner were present, while Kamryn Loy and Sean Sando were excused.
The board approved minutes from its February meeting. Financial reports were postponed until the May meeting due to recent absences.
During the meeting, Tim Moore addressed the board with concerns regarding the comprehensive plan. Michelle Ross and Chloe Daken were also present and later provided information on treasury management and business services available through Pinnacle Bank. No action was taken.
In departmental updates, village staff reported the April water sample tested clean and that updates to the Emergency Response Plan have been submitted to the state and approved. Additional reports included completion of the Consumer Confidence Report and Lead Service Inventory, maintenance work at the lagoons, and progress on irrigation preparations.
The board also received bids and estimates for infrastructure projects, including work on the west addition and replacement of galvanized service lines. Additional bids are still pending.
Two resolutions were approved during the meeting. Resolution 2025-26-4 authorized a title release for property at 106 N. Hardy, and Resolution 2025-26-5 addressed a special assessment for property at 312 S. Perkins. Both measures passed unanimously after the board voted to suspend the standard three readings.
Discussion on annexation and replacement of galvanized sewer lines was tabled until the May meeting. The board also reviewed completed audit findings and reported no further questions.
In other business, the board noted the automatic renewal of the Waste Connections contract and the start of budget preparations for the upcoming fiscal year. The health board plans to conduct property inspections, with nuisance violations to be addressed at the May 11 meeting and a show-cause hearing scheduled for June 8.
Village officials also reminded residents that all dogs within Madrid must be licensed annually by May 1. As of the meeting, 13 dogs had been registered.
Claims were approved, including payments for utilities, legal services, sanitation, fuel and payroll expenses.
The meeting adjourned at 8:56 p.m. The next regular meeting is scheduled for May 11.
