Madrid Village Board approves donations, building permits, and street maintenance project

The Madrid Village Board of Trustees held its regular monthly meeting on April 14, 2025, at City Hall, with Chairman Tony Ross calling the meeting to order at 7:34 p.m. MST. 

He confirmed proper posting of the meeting agenda and the Open Meetings Act.

All trustees were present: George Adams, Sean Sando, Jennifer Baumgartner, Kodi Homan, and Chairman Ross. 

The board approved the March meeting minutes, with Homan abstaining, and unanimously accepted the financial report submitted by Jennifer Pankonin and presented by Angela Hansen.

Community Involvement and Contributions

Julie Harger and Sheriff Scott Miller attended as visitors. The board approved a $50 purchase of seven Easter baskets from Harger for the village’s annual Easter egg hunt, with proceeds benefiting the Backpack Bingo program.

Two building permits were approved: one from Melanie Jeffries for a fence (pending final setback review and payment), and another from Christian DeWitt for a fence and relocation of a shed onto an existing slab.

Utilities and Infrastructure Updates

Utilities Superintendent David Steinwart presented his monthly report. 

He confirmed a clean water sample for April and shared updates on routine maintenance, including park sprinkler repairs, playground mulch installation, and lagoon system upkeep. 

Forms have been submitted for a new generator at the well site, and concrete work is scheduled for three manhole rehabilitations.

Street maintenance planning is progressing. The board approved a $27,870.43 proposal from Figgins Construction for armor coating across seven projects. A budget estimate for next year’s street project has also been received.

Donations and Community Support

Two community donations were approved using Keno funds: $50 to the Madrid Volunteer Fire Department for assistance during a controlled burn, and $500 to Perkins County 4-H.

Upcoming Discussions

Chairman Ross presented Resolution 2024-25-4 addressing segregation of power, which will be formally reviewed in May. Sheriff Scott Miller provided a mock law enforcement contract proposal with a 5% rate increase and outlined expectations in his new role. The official contract will be presented next month.

The board received its audit report and discussed preparations for the upcoming budget cycle. Dog licensing reminders were issued, with a May 1 deadline for 2025 registration.

The Village Health Board will present findings on nuisance violations at the May 12 meeting. 

A show/cause hearing is scheduled for June 9 at 7:30 p.m. for any unresolved violations.

Financials and Adjournment

The board reviewed and approved a detailed list of claims, including payroll, utilities, maintenance, legal fees, and community expenses.

Jennifer Baumgartner motioned to adjourn the meeting at 9:05 p.m., seconded by Kodi Homan. The motion carried unanimously.
