Elsie Village Board approves street plan, building permit at November meeting

The Elsie Village Board of Trustees approved its annual street superintendent certification, adopted the One- and Six-Year Street Plan, and advanced several utility and safety items during its regular meeting Nov. 13 at the Village Office.

Chairman Doug Curtis called the meeting to order at 7:30 p.m., noting the Open Meetings Act was posted and the meeting was being recorded. All trustees — Vic Perez, Chris Flaming, Lynn Cook and Tamara Cook — were present.

Village Clerk Jessie Paintin reported one new account was opened and two delinquent notices were mailed. The next regular meeting is set for Dec. 11 at 7:30 p.m.

Utilities Superintendent Wade Turner reported he will conduct meter readings and remove a tree at the park. He said a water sample has been submitted for testing, the sanitation survey is complete, and he will contact the county to push up the village dump. Two meter pit lids were recently broken, and the generator is experiencing problems; Nebraska Generator will inspect it. Turner said the village “looked nice” for Veterans Day and Christmas decorations will soon be placed for NPPD to hang.

Following review, the board approved the treasurer’s report and monthly bills and claims.

Trustees then approved the Year-End Certification of City Street Superintendent for 2026, naming Thomas C. Werblow as the certified street superintendent and village engineer. Members also adopted Resolution 25-11-01 authorizing the signing of the certification.

John Kalisch of T.C. Engineering presented the One- and Six-Year Street Plan. After opening and closing a public hearing with no comments, the board approved Resolution 25-11-02 to adopt the plan.

In other business, the board approved a building permit for 103 S. Perkins, contingent on the Utility Superintendent’s inspection. Trustees also voted to purchase an air-testing device required for confined-space entry at a cost of $1,756.26, with a safety grant to be pursued.

Standing committee reports were presented, and the meeting adjourned at 7:52 p.m.
